North Coast - Makeover & Licensing Privatization Act

All North Coast Governments and Harbor Disitricts
 have signed a letter of petition asking the Resources Agency of the State to  HALT THE MLPA PROCESS.

Locals wonder why WAVE Energy proposals, which lease large tracts of ocean area,
and the proposed Sea Lion Cove Marine Protected Area, are exact overlays of Offshore Oil Lease Sales.

The NEW (2004) MLPA Initiative, requires those of the (ocean use) public who have signed on as stakeholders, to submit to the process through a Blue Ribbon Task Force of 'fisheries experts' with interests in megayacht marina development, large scale aquaculture, irradiated beef, stadiums, waterfront real estate, onshore facilities for oil and LNG.

Using its appropriations process in 1982, Congress put four basins offshore northern California off limits to leasing. For the next few years, every annual DOI funding bill included leasing prohibitions on additional regions until practically all offshore planning areas outside of the Gulf of Mexico and Alaska were excluded.

Additionally, Presidents have expanded on congressional action, providing longer term restrictions than those covered in annual appropriations bills. In 1990, President Bush withdrew areas offshore California, southern Florida, the North Atlantic states, Washington, and Oregon from leasing consideration until after 2000. A few years later, the Clinton Administration added additional areas to the restricted list, extended all of the withdrawals until 2012, and included a permanent prohibition on leasing in national marine sanctuaries.  Ocean Blueprint For The 21st Century, p 392

Yet in the summer of 2008, Senator Fiestien claimed:
"Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act" (S. 2635), prohibits oil and gas exploration in the Farallones National Marine Sanctuary and the Cordell Bank National Marine Sanctuary off the coast of Northern California."

Then in September 09 2008  PG&E withdrew WAVEConnect Project from Mendocino Coast

Initially a work to describe a more complete view of proposed projects on the OCS off California, Oregon and Washington. It's what PG&E, FERC. MMS, and the CPUC do not want the public to know as they meet secretly, use ratepayer and taxpayer revenues, post initial public notices far away instead of in local newspapers to DENY public participation in a sustainable renewed future of local design. Mendocino County once again is rising to challenge the corporate agenda now a model green machine.

The City of Fort Bragg, The County of Mendocino, and now the State of California are realizing and challenging the FERC process. The WAVEConnect Lease Permit is an exact overlay of Offshore Oil Lease Sale 91. Offshore, pods of whales sing "Fluke FERC".

From 2002 NFMP Section 2, Chapter 4
The development of the 36 offshore leases (Santa Barabara) is anticipated between 2002 and 2030 (MMS 2001). Development of these leases would expect to increase crew and boat supply trips by approximately three percent above current levels. Impacts to marine mammals and marine and coastal birds are expected to result in temporary (less than 1-hour) localized disturbances. Helicopter trips routinely involve eight to ten trips each day per platform (MMS 2001). Pipeline construction activities would occur during the development phase. These activities would displace fishing activities from the associated infrastructure.

By September 2008, when PGE withdrew plans the Green Wave Mendocino Wave Park Project by Green Wave LLC was looming.
Comments as an Intervenor  in February 2009 have a modified and tightened approach over previous comments.

MPA's don't protect marine resources from pollution, or oil exploration/drilling, seabed development,
aquaculture, industrialization of coastal waters, or militarization, just food gathering.
