New Limits on Pesticide Uses Will Protect Salmon 062409

US Environmental Protection Agency (EPA) has announced plans to place additional limitations on the use of three organophosphate pesticides; chlorpyrifos, diazinon and malathion to protect endangered and threatened salmon and steelhead in California, Idaho, Oregon and Washington. In a press release, EPA explains that anticipated changes to product labels include the addition of pesticide buffer zones; application limitations based on wind speed, soil moisture and weather conditions; and fish mortality incident reporting requirements. New, enforceable labels could be available as early as the 2010 spring growing season. "These limitations, developed as a result of the Endangered Species Act formal consultation process, will protect Pacific salmon and steelhead while providing for appropriate pesticide use," said Steve Owens, assistant administrator for EPA's Office of Prevention, Pesticides and Toxic Substances."

The Marine Life Protection Act is about prevention; the prevention of local coastal cultural activities, prevention of fishing, prevention of democratic process by intrigue (it's a big game), prevention of integrated Marine Spatial Planning directives and a more moderate and realistic time frame to complete both seafloor and bathymetric layer information and placed based socio-economic impacts studies, and prevention of involvement.

What a game!

Initial Official Resistance on the North Coast includes Mendocino, Humboldt and Del Norte Counties.

To begin by placing the original law AB 993 into the hands of private billion dollar foundations with links to presiding officers of MAXXAM and ENRON (also Savings & Loan failures) within a decade of the collapse of the North Coast timber industry, which even it's own right, couldn't survive the corporate pace imposed upon it by external market forces and hostile takeovers, the price of golden parachutes, the rise of resistance within ranks, and local support for activism, was a mistake.

Dr. John "Mick" Seidl, Barry Munitz, Gray Davis, MAXXAM:  Global Biodiversity and Intact Ecosystem exchange for the Nature Conservancy and later President of the Environmental Grants Program of the Gordon and Betty Moore Foundation  during the Foundation's for the first 4 years. Private foundations funding education, cultural arts, conservation, governance reform outside the democratic process, and a false carbon footprint equilibrium - impact local cultural systems of livelyhood and uniqueness to locale from tribal peoples to local governments. When private foundation use words like "conspiracy, and design to teach board members to have some buffer between the politics and the fund raising, on the one hand, and the reality of a selection process, whether it's a screening mechanism the way the ABA can be useful in Supreme Court selections or a different mechanism."

Barry Munitz, the man behind the final curtain.  How much is enough? From looting the Redwoods of Northern California to the educational and cultural art landscape of LA, and Italy, Barry is scary.

The false premise of The California Coast Makeover Licensing and Privatization Act (MLPA-I) is that it's really no different in it's approach to integrated - Marine Spatial Planning than FERC, or MMS, and it's why we are doing Ecosystem Based Management and NOT i-msp.

The Initiative's runaway corporate business pace is not unlike those hostile takeovers that occurred here on the north coast 2 decades ago. Back in the day, the MLPA-I included 2 noteworthy cultural despots behind the scenes: Barry Munitz and Dr John Seidl (both) of MAXXAM and ENRON (Seidl). After MAXXAM, Seidl went to the Nature Conservancy, then the Gordon and Betty Moore Foundation (originators of the "Initiative").

Mariculture, or marine aquaculture, is a 28 billion dollar global industry. The US share of that marketplace is one billion dollars. NOAA's relatively new Office of Aquaculture put out a recent report entitled "Why the U.S. Should Embrace Aquaculture" and calls for regulations that "encourage … investment in aquaculture.")

The MLPA Master Plan Science Advisory Team January 23, 2008 Meeting Summary (revised March 31, 2008) shows:

The MLPA Science Advisory Team (SAT) reviewed existing levels of protection for salmon trolling  (changed to high in water deeper than 50m and "high/moderate-high" in water shallower than 50m), crab fishing, striped bass fishing, shorefishing, and halibut hook and line fishing (all remained at their previous level of protection).

Members also established new levels of  protection for mariculture activities  (low), which had not been previously reviewed.

Personally I like the phrase, "Enlightened Management" from the 'MLPA-Initiative Ecosystem Based Management approach and Adaptive Management Tools' language in the MLPA Master Plan Framework.
